Feasibility Study of a Piscataquis County Public Health System Background and Rationale
North Country Healthy Communities received a grant from the Bingham Program to implement its project entitled, “Expansion and Development of the Healthy Communities Movement in Piscataquis County as it Relates to Maine's Public Health Improvement Plan and the Development of a Local Public Health System: A Pilot Project”. As the title describes, North Country Healthy Communities and its partners of the Piscataquis Public Health Council, (PPHC), our region's Healthy Maine Partnership, will pull together a steering committee with the goal of exploring the feasibility of creating a local Public Health system for Piscataquis County. As Maine is one of the few states that does not have a sub-state Public Health system, we feel that an opportunity to “design” such a system at the local level will provide valuable information to us as planners in our region, as well as to our partners working at the regional and state levels on Public Health systems development. These partners include the Maine Network of Healthy Communities, the Maine Center for Public Health, the Maine Public Health Association, and the Maine Bureau of Health through its Healthy Maine Partnerships.
The objectives outlined in this project include:
- Through a broad community based steering committee, develop an understanding of what “Public Health” is, and its importance to the realization of a healthy community;
- Assess existing Public Health services that are currently offered and determine what is needed for the region by mapping out the existing or “de facto” public health entities and the extent of their delivery of public health functions and services;
- Explore “models” of Public Health systems that are applicable for rural, sparsely populated areas. We will study a number of different models, including one based on a community coalition structure, specifically looking at the PPHC as the foundation for such a system;
- Understand the economics of Public Health systems – how are they funded and sustained? We will develop a sample budget for core support, including commitments of in-kind and local support, which may serve as a prototype funding formula as well as developing strategies for sustainability of a local system;
Outcomes of the study include:
- A community based Steering Committee determines if and in what form a Public Health system is feasible in Piscataquis County;
- The steering committee determines “who” will facilitate the development and implementation of a Public Health system, and how the three public health functions of assessment, assurance, and policy development are to be realized at the local level;
Community leaders have a much better understanding of regional health needs and challenges.
