Present: Renée Speh, Community Partnership Director; Matthew Oliver, MSAD # 4; Don Siviski, MSAD # 68, and Bill Primmerman, Department of Education, by ITV. Bill Folsom, Union 60, and David Walker, MSAD # 41 were unable to attend, but Mr. Walker was available by phone as needed.

The primary goals of the SHC are to coordinate goal three in the Community Partnership work plan, implement the coordinated school health program, and focus on tobacco, physical activity and nutrition. This grant is intended to help the schools meet the physical fitness and health components of Maine Learning Results. The activities must follow the intent of the RFP, goal 3 in the work plan.

Due to the late start of the SHC for these districts, the SHCs should focus on the grant areas of tobacco use, poor nutrition, and physical inactivity. These positions can establish the infrastructure to get through the end of the grant period at June 30, 2002. At that time the plan can be re-evaluated. The infrastructure consists of policy, people and programs, resources, and communication.

The school districts will have a subcontract with Mayo Regional Hospital, developed with the Community Partnership Director. It will outline specific details of the stipend positions, expectations of the SHCs, use of funds, and job descriptions. The funds cannot be used to supplant existing positions. They could be used to pay an existing staff person to do the grant work, so that the school can then hire a part-time person to fill the gap left by the SHC work. For example, if the school nurse takes on SHC work paid for by the grant, then the school can hire a part-time school nurse to work the hours that the primary school nurse is doing SHC activities.

Structure:
Each district needs to have one coordinator, who will attend PPHC meetings, oversee the districts grant activities, and be the contact person for the Community Partnership Director. The coordinator will serve in the following capacities:

  • Coordinate accomplishment of goal 3 in the Community Partnership work plan
  • Be a resource for the schools
  • Be a resource for the other stipend positions
  • Create the leadership team, such as a School Health Advisory Council
  • Build the relationship with resources in the community to make the school's job easier
  • Help schools meet Maine Learning Results regarding health and nutrition and connect the 8 component areas with the community
  • Seek alternative funding sources and write grants
  • Assess and develop policies
  • Participate in Maine Nutrition Network
  • Coordinate professional development of staff
  • Create Wellness Team, Curriculum Committee
  • Submit quarterly reports to Community Partnership Director, both narrative about goal 3 and financial
Activities of the other stipend positions could include:
  • By combining the salary and benefits (stipend positions will not receive benefits), each school gets $14,365 for SHC positions.
  • Each school district gets $7,333 for materials and supplies, including curriculum materials, books, youth advocacy and school health council wellness team supplies, and office supplies. This money can also be used for some programmatic expenses, professional development of staff, and to assist with meetings.
  • The four districts share the travel allocation of $2,550, at $637.50 per district.
  • 5% of the total budget can be used for direct service, such as teaching or conducting a cessation program.
Superintendents requested lists of what Dexter's SHC has accomplished, as well as those of other SHCs in the state. Renée will send those to them ASAP.

Superintendents said they will define what they need in order to meet the goals of the grant and of the school districts, and will talk with some school staff. They will coordinate with Renée on the next steps.
